WATER PROGRAM
San Gabriel Valley Water Recycling Project
As a part of the Upper District's continuing effort to assess the reliability
of water service and to augment Metropolitan Water District's (MWD)
imported water supply, a direct reuse project has been developed. The
Direct Reuse project will supply approximately 1,800 acre-feet (approximately
590 million gallons) of recycled water to irrigation customers in the
Whittier Narrows area. For this Direct Reuse project, recycled water
will be used to replace groundwater and imported potable water that
historically has been used for irrigation at these customer locations.
The Direct Reuse
project is designed to purchase reclaimed water from the Central Basin
Municipal Water District who receives the recycled water from San Jose
Creek Water Reclamation Plant, which is operated by the County Sanitation
Districts of Los Angeles. The recycled water will be wholesaled to San
Gabriel Valley Water Company who will sell the recycled water to various
customers for landscape irrigation applications. In addition, San Gabriel
Valley Water Company will design, construct and operate the distribution
pipeline for Upper District.
Upper District has
obtained all necessary agreements and the pipeline is 75 to 80 percent
designed. Drawings for State Department of Health Services are being
prepared for review and approval. The current construction schedule
estimate is two months with a possible start date of August 2002.

WATER

WELL
B6 PROJECT

The B6 Project,
located in the Baldwin Park Operable Unit (BPOU) of the San Gabriel
Valley Superfund site, is under construction with an anticipated
start-up in late 2002 or early 2003. Early implementation of this
critical water supply project and key component in the containment
and removal of contamination in the BPOU was made possible by
Upper District's past financial participation. Sufficient funding
from industries responsible for the contamination and from the
federal government has recently been obtained to assure the completion
of the project and reimbursement of Upper District's funding.

OTHER
OPERABLE UNIT PROJECTS
Local water suppliers are struggling to maintain access to the Main
San Gabriel Basin groundwater supply due to the impacts of continuously
migrating contamination in many of the Superfund Operable Units in the
Valley. In fiscal year 2001-02, Upper District provided funding for
the California Domestic Water Company Well No. 14 Project. The Well
No. 14 Project is now complete and capable of providing up to 8,000
acre-feet per year of treated water. The proposed budgeted funds will
allow the Board to consider additional projects that may provide significant
water supply and groundwater remediation benefits. It is anticipated
that funds appropriated and expended from this account will be reimbursed
as loan repayments or cost recovery actions against parties responsible
for groundwater pollution.
