What is the HET Retrofit Program?
The High Efficiency Toilet (HET) Retrofit Program allows any qualifying resident, within the Upper District boundaries, to obtain up to two free HETs for their home. The program is open to both single-family and multi-family residents whether they own or rent.
The HET program typically utilizes local high schools located within the Upper District boundaries to assist in implementing the program. The number of schools selected to participate annually depends on the amount of HETs that funds have been allocated for in a given fiscal year.
What is the Benefit of this Program?
The HET program is a win-win-win situation:
- The Upper District is able to distribute a substantial amount of free water efficient toilets to local residents in a prompt and effective manner.
- Participating schools are able to earn a substantial amount of funds with a minimal amount of effort and time. Participating schools earn this money since the school volunteers are assisting the Upper District in minimizing the administration and marketing costs of the program. The participating schools earn $10 for each "completed retrofit". A "completed retrofit" means a HET given out and the old toilet brought back. If more than one school participated, the number of completed retrofits is totaled and the amount earned is divided equally between the participating schools.
- Local residents are given the opportunity to obtain a new toilet that will save a substantial amount of water.
HET Retrofit Program Guidelines
- Supplies are limited and offered on a first-come, first-served basis.
- Only residential addresses within the Upper District boundaries may participate in this program. HETs must be installed at a residential address within the Upper District's boundaries.
- Participants must show a current photo ID and recent water bill for the address where the HET(s) will be installed. The water bill must show the name of the water company and the account number for the address where the HETs will be installed. Receipts, cancelled checks, homeowners association bills or mobile home park utility bills do not qualify as the water bill.
- Residential addresses that have previously participated in the program and already received 2 ULFTs (Ultra Low Flush Toilets) or HETs at any time in the past are not eligible to participate again.
- To complete participation in this program, the old toilets must be dropped off at the designated location anytime between the scheduled hours on the designated return date. Participants failing to return the old toilets may risk a charge of up to $250 per HET obtained.
- New construction or renovations where a toilet was not previously installed do not qualify.
- There is a maximum of two free HETs per household.
