Charles M. Treviño was elected to the Board of Directors of the Upper District in November 2008 and began serving in that capacity in January 2009. He works for the Metropolitan Water District (MWD) as a Principal Public Affairs Representative in the Education Unit of the External Affairs Section.
Treviño previously served as a Government Affairs Representative for MWD and worked closely with the Chairmen of both the Senate and Assembly Water Committees to bring about legislation that increased the efficiency of the State Water Project system and to ensure an adequate and reliable supply of low cost, high-quality water for Southern California. His work earned him recognition from the Legislature for increasing awareness of crucial water issues and improving the quality of life for all Californians.
Treviño comes to the Upper District Board with excellent credentials and experience having served on the Central Basin Municipal Water District Board of Directors, to which he was first elected in 1994. Among his accomplishments was to increase Central Basin's responsiveness to its constituents. He fought to ensure that the Central Basin's budget was balanced without increasing user fees or taxes, and to ensure the costs of imported water were kept low. He worked to implement public education programs with business and community leaders to encourage water conservation and the use of recycled water.
Treviño's concern with educating young people led him to pursue a teaching credential from U.C.L.A., and a Masters in School Management and an Administrative Credential from San Diego's Point Loma Nazarene University. He then worked for Los Angeles Unified School District as a teacher and administrator, from where he retired in 2002.
Treviño enlisted in the U.S. Army during the Vietnam War, receiving an honorable discharge in 1968. Using the GI Bill, he went on to graduate from Los Angeles Trade-Technical College and later went to California State University at Los Angeles where he earned a degree in Political Science.
Treviño currently resides in South Pasadena with his wife and family.
