Running on a platform based upon the prompt and safe closure of the BKK Landfill, Mike Touhey was first elected to the West Covina City Council in 1994. Keeping that promise, the BKK Landfill was closed in 1996 and its closure allowed the property to transition to alternative community uses. As a dedicated civil servant and community leader within West Covina, Mike Touhey served 16 years on the City Council, three of which were spent as Mayor.
Director Touhey has been a strong proponent of public safety, the need for recreational opportunities for citizens of all ages, responsible economic development projects which generate revenue back to the city, maintaining low taxes for the City’s residents, and providing new job opportunities within the community.
As a successful business owner and member of multiple community-based groups, Director Touhey received numerous organizational awards including: 1994 Rotarian of the year; 1995 West Covina PTA Volunteer of the Year; Community Service Award from the NAACP; and was celebrated as the West Covina Hometown Hero in 2001.
A 33 year-resident of West Covina, Director Touhey and his wife Debbie have two children, Morgan and Brandon.
