BUDGET

The Upper District's Board takes an open and fiscally prudent approach in managing our annual budget. Our conservative approach, new water supply initiatives, and fiscal controls have enabled us to manage increasing water costs and avoid budget deficits.

Our goal has been to secure the least expensive sources of water with an eye to long-term trends. Those trends indicate a sharp reduction in supply of inexpensive water from the Metropolitan Water District which imports water into Southern California from Northern California and the Colorado River.

The Upper District has worked to offset increasingly scarce imported water supplies with recycled water. We also were early trend setters in watershed management to keep our storm water viable for capture and storage in groundwater aquifers. We have limited the impact of more expensive water by holding operational costs down and timely investments in a rate stabilization fund.

Our budget process is open, transparent and includes a public hearing to allow the public to ask questions and provide input to our board of directors and management.
