Watershed Restoration Volunteers Branch Out to Plant Trees

On Saturday, November 6, 2010, the weather was a bit cool and skies were overcast as groups of people began gathering in the Angeles National Forest . Over 290 volunteers, ranging from toddlers to seniors and all ages in between, decided to spend their day making an impact on their local forest and water supply, participating in the Upper District's Watershed Restoration Program.

The Watershed Restoration Program is a cooperative partnership between the Upper District and the U.S. Forest Service for the purpose of restoring and preserving the local watershed. The Azusa Canyon, situated along Highway 39 in the Angeles National Forest, is a vital part of the Upper District's watershed. Water from rains and melting snow percolate into the ground, eventually making its way into the groundwater or into local reservoirs within the canyon where it is stored and then released into the spreading grounds as needed.

Shane Chapman Takes the Helm as General Manager for Upper District

On Monday, August 9th, the Upper District announced that Shane Chapman would be its new General Manager effective Friday, October 1st, 2010, adding new leadership to the District's water supply and water reliability initiatives. Mr. Chapman comes to the Upper District from the Metropolitan Water District of Southern California (MWD), where he has worked the past 19 years. His broad range of experience and expertise encompasses water resources and capital project development, management, financing and operations.

At MWD, he has been responsible for operations related to the Colorado River Aqueduct, distribution system, five water treatment plants, environmental health and safety, fleet operations, and emergency management and security.

In a news release announcing the appointment, Upper District Board President Alfonso “Al” Contreras stated, “The Upper District is entering a new phase in its service to stakeholders and is confronting increasingly serious water supply challenges. The General Manager role for our agency has expanded, requiring a diversified set of skills and expertise.” Contreras added, “We have to be innovative and smart from an engineering and technical standpoint and, more than ever, have to be financially efficient and environmentally sensitive. It's a challenging mission, but the Board is confident Shane will lead our management and staff in implementing our vision.”

Welcome to the "Upper District's" New Website

We've made a number of changes to the website to provide more helpful and up-to-date information and, importantly, it's designed to provide transparency about the Upper District's organization and operations.

Water policy and water issues have begun to "flood" the news and become common topics for discussion at state and local government, dinner tables, community meetings, business meeting rooms, and in the media. This website can serve as a gateway for you to become more familiar with water issues and the Upper District. We look forward to an ongoing "dialogue" with all of our stakeholders.

We remain in the midst of a serious water-supply shortage and with that comes the responsibility for government, water agencies and the public to work together to understand our challenges, study our options, make decisions, and implement solutions.

The first thing you may notice about our website is the new masthead, featuring our local mountains, and the official "unveiling" of the "Upper District" name which many people unofficially use to refer to us.
In addition, the website now has three easily distinguishable "columns." The left column, Upper District Overview, presents factual information about the District, its governance, funding, operations, calendar, member agencies and service area. The center column is devoted to the most important news related to our mission and focuses on water reliability, and water conservation and education. The right column, Upper District Dialogue, is a window or portal to enable our constituents to communicate more directly with us via the internet, social media, video, news media, phone and fax.

We'll be adding additional content to the site on an ongoing basis and reaching out to you via this website, a new e-newsletter, and other communications. Please don't hesitate to contact your board members or our management and staff if we can help you in any way.
